A chemical cupboard can look orderly while still creating a serious compliance gap. An out-of-date safety data sheet, an unlabelled spray bottle or a team member who cannot locate emergency instructions can slow the response to an exposure, spill or fire. For facilities using commercial cleaning products, SDS compliance requirements are a practical part of keeping people safe and operations running.
For New Zealand businesses, this is not simply a paperwork exercise. Safety data sheets support informed chemical selection, correct storage, staff training and emergency planning. They give cleaners, supervisors, contractors and emergency services the information they need when normal procedures are no longer enough.
What an SDS is designed to do
A safety data sheet, or SDS, is the detailed hazard and handling document for a hazardous substance. It explains the product’s classification and ingredients, the risks associated with use, required personal protective equipment, first-aid measures, fire response, spill controls, storage conditions, transport information and disposal guidance.
An SDS is different from a product data sheet (PDS). A PDS generally explains product performance, dilution rates and recommended applications. It is useful for achieving a good cleaning result, but it does not replace an SDS for hazardous-substance management. Teams should use both documents together: the PDS to clean effectively and the SDS to work safely.
In a commercial setting, an SDS matters most when decisions need to be made quickly. If a descaler splashes into an employee’s eye, the sheet identifies appropriate first aid. If a disinfectant is spilled near a drain, it informs containment and disposal. If products are being stored together, it helps identify incompatible substances before a dangerous reaction can occur.
SDS compliance requirements in practice
Under New Zealand health and safety and hazardous substances rules, a person conducting a business or undertaking (PCBU) must manage risks associated with hazardous substances at work. SDS compliance requirements form one part of that wider duty. The exact controls depend on the substances present, their classifications, quantities and how they are used on site.
At a practical level, workplaces should ensure a current SDS is obtained from the supplier for each hazardous product used or stored. The SDS needs to be readily accessible to workers who may be exposed and available to emergency services when needed. A folder in a locked office that is inaccessible after hours, or a file saved on one manager’s laptop, is unlikely to meet the purpose of ready access.
Electronic access can work well where staff can reliably retrieve documents at the point of use, including during an incident. Many sites combine a clearly marked hard-copy SDS register near the chemical store with a digital version that is easier to maintain. The right approach depends on the size of the facility, shift patterns, internet reliability and the people who will need the information.
SDS documents should be reviewed as part of normal procurement and chemical-management processes. Manufacturers and importers update SDS information when significant new hazard information becomes available, and documentation also has formal review expectations. When a replacement product arrives, do not assume its SDS is interchangeable with the previous brand or formulation. Check the product name, supplier details, issue or revision date, hazard classification and intended use.
Build an inventory that reflects the real workplace
An SDS register is most useful when it matches what is actually on site. Walk through chemical stores, cleaner’s cupboards, kitchens, laundry areas, workshops and plant rooms. Include products held in bulk, ready-to-use sprays, decanted containers and chemicals kept by contractors where they are used within your workplace.
Your hazardous-substance inventory should identify the product, its hazardous classification, maximum quantity held, storage location and current SDS. It should also record relevant controls, such as segregation requirements, spill equipment, signage, personal protective equipment and any applicable emergency arrangements. This creates a workable reference for audits, inductions and incident response rather than a list that is filed away and forgotten.
Quantities matter. Higher volumes or more hazardous classifications can trigger additional obligations relating to storage, signage, certified handlers, emergency response planning or location compliance. A small accommodation provider using limited quantities of ready-to-use bathroom cleaner will have different controls from a laundry holding concentrated detergents and sanitisers in bulk. Assess the actual site, not a generic template.
Make labels and SDS information agree
Every hazardous product should remain correctly labelled in its original container. The label is the immediate warning at the shelf or trolley; the SDS supplies the detail behind it. Staff should be able to connect the container in their hand with the document in the register without guessing.
Decanting is a common weak point in cleaning operations. Pouring a concentrate into an unlabelled bottle can remove the very information a cleaner needs to use it safely. Where a product is transferred into another container, ensure the container is suitable and labelled in line with workplace requirements. Product name, key hazard information and safe-use directions need to remain clear. Never reuse food or drink containers for chemicals.
Dispensing systems can reduce this risk when they are correctly installed, maintained and understood. They also support accurate dilution, which can reduce chemical use, improve consistency and help prevent residue or surface damage. However, a dispenser does not remove the need for training, SDS access or suitable personal protective equipment.
Train for the task, not the folder
An SDS register only protects people if they know how to use it. Induction should cover where SDS information is held, how to interpret the key sections, what to do in an exposure or spill, and who to contact if instructions are unclear. Refresher training is especially valuable when products, processes or staff change.
Training should reflect the job. A housekeeping team may need hands-on instruction in using disinfectants safely around guests and food-service areas. A school caretaker may need to understand secure storage and spill response around children. An automotive workshop may need controls for degreasers, oils and flammable aerosols alongside its cleaning programme.
Supervisors should also check whether written directions are understood by the people doing the work. Clear product labels, measured dosing, pictorial instructions and practical demonstrations can be more effective than handing someone a technical document. Where English is not a worker’s first language, consider how instructions and training can be made genuinely accessible.
Connect documentation to safer purchasing
The easiest hazardous substance to manage is often the one you do not bring on site. When reviewing cleaning products, look beyond unit price. Consider whether a lower-hazard alternative can deliver the required hygiene result, whether concentrates can reduce packaging and transport, and whether a dosing system will prevent overuse.
That does not mean every site should use the mildest available chemical. Healthcare-adjacent environments, food preparation areas, commercial laundries and high-touch public facilities may require specific products and proven disinfection processes. The objective is fit-for-purpose chemical selection with controls proportionate to the risk.

Keep the system alive
Good chemical compliance is maintained through routine checks. Review the inventory when new products arrive, when storage locations change and when quantities increase. Inspect chemical areas for damaged labels, expired or superseded documents, incompatible storage, missing spill supplies and containers that staff cannot identify.
Include contractors in the process. If they bring hazardous products onto your premises, clarify who provides SDS information, where it will be kept and how their chemical controls integrate with your site procedures. Coordination is particularly important in multi-tenant buildings, schools, aged-care facilities and accommodation properties where several teams may work after hours.
The goal is not to build the biggest SDS folder. It is to make safe decisions easier at the shelf, on the cleaning trolley and in the first few minutes of an incident.
